摘要

在统筹城乡发展过程中

提升新生代农民工返乡创业能力

加快新生代农民工返乡创业进程

不仅可以使新生代农民工带回资金、技术和先进的管理理念

还可以带回发达地区新的市场经营理念和经营管理模式。多中心治理模式试图从政府、新生代农民工、职业机构培训、社会组织等不同主体的关联性入手

提升新生代农民工返乡创业能力

并且从政策扶持机制、人力资本投入机制、立体化培训机制、资源整合机制、制度设计角度等方面提出提升新生代农民工返乡创业能力的具体政策建议框架。

Abstract

This paper attempts to instruct the polycentric governance model of improving the ability of the new generation of migrant workers to return and start businesses from the perspective of the government

the new generation migrant workers

the vocational training institutions

the social organizations and other different related subjects under the background of balancing urban and rural development. Then the paper puts forward a framework of specific policy recommendations to enhance the ability of the new generation of migrant workers to return and start businesses from the perspective of policy support mechanisms

human capital investment mechanism

three-dimensional training system

resource integration mechanism and the system design.
