摘要

选民与代表之间的权力委托与代理关系

是人大代表的代表性与功能发挥的基本价值基础。基于对安徽省十一届人大五次会议"代表建议"情况的归类分析可以看出

代表建议数量增多、分布多元化

说明了人大代表参政意识有所加强

也反映了人大民主制度确实有所进步。然而

总体上来说

我国人大代表建议的质量还不高

分布还不够合理

代表性、回应性尚不足

特别是与广大基层民众间的利益联结性有弱化倾向。因此

一方面需要加强对人大代表履职角色、功能定位的宣传和培训;另一方面

更需要通过对人大代表选举制度的变革与优化

提升人大代表来源的代表性和民主性

增强人大代表的代表意识

提高代表能力。

Abstract

The relationship between congressmen and voters is directly related to their performance.Through the study of suggestions put forward by the NPC deputies in the fifth session of the eleventh NPC in Anhui province

we can find that the increased number of suggestions shows the enhancement of awareness and capacity of the NPC deputies’political participation

and also reflects our country’s democratic progress.However

on the whole

the quality of these suggestions is poor

distribution is not reasonable

and lack of representation.So the NPC Deputy Electoral System should be reformed and optimized to enhance representative and democracy of the NPC deputies.
