It has been the subject of the whole world to hold sustainable development. <Regulations Concerning Certain Problems about Improving the System of Socialist Market Economy> （which was issued by the Central Committee of the CPC in Third Plenary Session of the 16th Central committee of the Chinese Communist Party） came up with the requests of “Five Whole-planning” in socialist market economy

and the developing idea of holding “to put man for the base

and build up all-sided

harmonious and sustainable developing idea

and accelerate all-sided development of economy

society and man”. However

there must be academic sustentation of economics to hold sustainable development. The traditional economics theory is very defective for implementing sustainable development. There is difference in cognition about “to put man for the base”. The principle and subject of sustainable development is not corresponding with the material action pursuing economic increase. Only will those three problems be resolved

the harmonious development of human and nature will gradually walk up to a benign path.
