摘要

城市不等于城镇

城市化不等于城镇化

城市化水平不等于城镇化水平

决不能将城市与城镇以及　　与此密切相关的概念混淆通用

而将此混淆通用恰恰是目前学术界和各种媒体所普遍存在的情况。中国城市化　　进程与发达国家比较

不仅在历史上因远离产业革命而起步很晚

而且变迁演进的创新路径也曲折坎坷。如果　　用城市化指标而不是用城镇化指标比较和预测

中国与世界城市化平均水平相比则落后得更多

中国实现城市　　化预期目标的历史任务则更加艰巨。中国改革开放的根本宗旨和终极动力应当是还权于民和还利于民

尤其是　　还给亏欠最多的农村居民

而加快推进城市化进程就恰恰能够实现还权于民与还利于民的最佳结合。

Abstract

City is not town

and the standard of urbanization is not the standard of town. City and town cannot be composed. But this kind of phenomenon is universal in academic circles. Compared with developed countries

China’s urbanization not only started lately

but also the process is tortuous. If the target of urbanization is substituted for that of town

China is more backward

the task to realize urbanization is more arduous. The basic aim and power of China’s reform and opening should be to return right to people

especially to peasants. We can just realize the aim by propelling urbanization.
