- 摘要：Academic communities and academic journals have conflict with evaluation agency for at least 20 years. They are too close to call because that evaluation agency has its own theoretical foundation and data support. Ranking lists represented by three main core journals have been admitted by executive power in fact. However, because of lacking professional ability, its theory, data, arithmetic and result all cannot hold up to closer inspection. Its ranking lists cause severe problems in academic evaluation practice. In current scientific research system, executive power cannot ignore the problems in academic evaluation practice caused by these ranking lists. However, executive power cannot abandon them in resource allocation and scientific research management. Therefore, the result is the dilemma of academic evaluation which causes great damage to scientific research. Clean up si wei and wu wei movement is the first practical step to rebuild academic evaluation system. The key is that if we can we find out replacement of three main core journals. In this background, the future choice of three main core journals producer is also worthy our attention.

发布时间：2022-03-29 - 摘要：This paper researches on Tang Hui's case, putting it into the background of new society movement to study on the interrelation between media and social conflict events. Through research we believe that the framework formed by mainstream media represented by party newspaper and the framework formed by market media are the results of media development in nation-society framework. Reports of media represented by Southern Weekly to Tang Hui's case reflect the contradiction between professional concept and objective reality when it comes to the reports about China's underclass rebellion politics. Different from former research results which believe the important role of media in social mobilization and recognition construction, influence of social mobilization on Tang Hui's case is limited. Collective identity constructed by media is self-identification. Because of the reports of media, Tang Hui's case is more obvious as underclass rebellion politics. Mass media are not only the reporters of this rebellion movement, but also participants of this rebellion movement.

In order to satisfy the realistic needs of imperial examination, imperial examination books to guide the writing of fu were popular in Song Dynasty. Among all the imperial examination books to guide the writing of fu, San Yuan Heng Jian was representative. It was model of fu writing in South Song Dynasty. Wu Chuhou was not only the writer of Qing Xiang Za Ji, but also the compiler of San Yuan Heng Jian. In Song Dynasty, Wu Chuhou was famous fu writer and was took as representative writer in blossom age of fu in Song Dynasty. The writers who was selected into San Yuan Heng Jian need be Kui Yuan (jie yuan, sheng yuan, zhuang yuan) in imperial examination. This selection standard reflected people's prefer to kui yuan's fu in Song Dynasty.

A quantity of fu are created, which focus on the landscapes of Tai Wan. The readers can come to know the geographical environment of Tai Wan by reading those fu and understanding the writers' meaning, so they can also appreciate the contributions of the writers of the past. The paper presents the environmental description about Fengshan county in the Taiwan chronicles, and compares to the fu of Taiwan geography, such as Taiwan fu and local landscape fu. Furthermore, the paper also pays attention to the celebrities' poetry and modern people's actual investigation results. By doing it in this way, the readers can acquire much knowledge about the mountains, the spring water, the islands, the schools, the temples and the historical legends of Fengshan counties. In the first 15 years of new century, there are more 30 ci fu works publishing, more than 300 papers publishing, more than 100 degree papers of master and doctor writing. Moreover, dozens of scholars take part in academic international communication about ci fu holding in different locations. Achievements in these 15 years are equal with achievements in former 30 years or later 20 years in the last century. And there are many new developments in many aspects. First of all, research subjects about ancient ci fu have covered all fu history from Chu and Han to Qing Dynasty. Fu researchers have cultivated complete Chinese ancient fu history opinion. Then, blossom of researches on Taiwan fu reflect new academic atmosphere. Thirdly, participation in academic seminars and degree papers of master and doctor writing promote the development of research teams. Fu Study in Taiwan has cultivated academic fashion giving priority to microcosmic research with commentary and illustration which has a unique style.

American Government took the Communist Party of China as the Soviet Union's league and implemented policy to support the Kuomintang and suppress the Communist Party of China. At the beginning of John Leighton Stuart's work as ambassador to China, he implemented American Government's Policy on China to establish coalition government to include the Communist Party of China into national government. However, the Kuomintang government attempted to exterminate the Communist Party of China and stirred up civil war between spring and summer in 1946. In the latter half of 1948, the Kuomintang government began crashing. In this situation, John Leighton Stuart implemented American Government's Policy on China to support the Kuomintang government and forbade the Communist Party of China join into coalition government. Finally, American Government's Policy on China failed as the end of the Kuomintang government regime in mainland of China. John Leighton Stuart was forced to leave China. John Leighton Stuart's tragedy was caused by American Government's Policy on China. John Leighton Stuart's summary about American Government's Policy on China is part of beneficial.

发布时间：2022-01-13 - 摘要：In recent years, microscopical economic fluctuation rate had dramatically declined. However, it didn't get enough attention from theoretical cycle and policy level. Aiming at this question, this paper explains it from time-lag effect, game theory from micro-level and web theory from macro-level, combined with the reality of China's economy and finance, from aggregate supply and demand curve, economic structural adjustment and macro-control policy several aspects. We suggest that in last 10 years, especially since 2012, aging of population and investment returns fall suppress aggregate elasticity of supply, replacing old growth drivers with new ones and readjustment of the economic structure improve economic resilience, the perfection and improvement of macroeconomic regulation and control system improve policy adverse adjustment ability. These are the reasons for microscopical economic fluctuation rate declining. However, financial market fluctuations are getting worse while fluctuations in the real economy slow down. This is guard signal to macroprudential regulatory system and risk prevention battle.

However, the division of labor between the two industries is different. Because private enterprises are inherently fragile, commercial banks will despise ownership in the service group. In recent years, this phenomenon has been controversial both in theory and in practice. Commercial banks and private enterprises are consistent in their survival goals and market base. The difference is that under the conditions of market economy, funds are still in the market of sellers. Due to the inconsistency of their respective rules, preferences and behaviors, a normal differential consequence. To resolve this contradiction, we must build six foundations: the legal foundation, the institutional foundation, the cultural foundation, the technical foundation, the organizational foundation, and the survival foundation from the perspective of building a common foundation for narrowing the concepts, rules, and preferences of commercial banks and private enterprises.

In the background of aging labors in rural area, research on rural elders' outward transferring willingness has significant importance to promote rural land circulation and improve land production efficiency. This paper researches on rural elders' outward transferring willingness and its influence factors, especially the influence of elderly support dependent and individual lifecycle on elders' outward transferring willingness based on sample survey data in Hu Bei Province. This research shows that elders' outward transferring willingness is suppressed by elderly support dependent to land in one hand, in the other hand, with the end of individual lifecycle, Rural elders' outward transferring willingness is gradually increasing. Elderly support dependent to land is primary cause to influence rural elders' outward transferring willingness. Elderly support dependent to land is inversely proportional to rural elders' outward transferring willingness. Individual lifecycle is important factor to influence rural elders' outward transferring willingness. With the growing age of rural elders, they are more and more will to outward transfer land. Moreover, individual lifecycle's influence on rural elders' outward transferring willingness is depended on low elderly support dependent to land.

Social Assistance Scheme has realized historical achievement. However, in order to satisfy people's ever-growing needs for a better life, China 's social assistance career exists some problem, such as assistance items prefer to finance assistance and lack of service assistance; assistance methods prefer to single assistance and lack of general assistance; social assistance is not enough scientific and implementation mechanism is not perfect. Therefore, we should put traditional mutual assistance culture into modern social assistance career to explore comprehensive assistance methods centered with assistance objects, to establish more scientific, normative assistance mechanism, to achieve combination of town and country social assistance methods and to promote the substantial development of social assistance career.
