Analysis on Funding Policy of Australia on Higher Education
Australia has a complete funding policy system on higher education with distinct characteristics: competitive and systematic funding policies coexisted; student loan policy is benefit to all native students; education donations and preferential tax policies complement each other; and the policies on allocation
spending
management and supervision are combined together. We can learn from Australia in the reform of funding policies on higher education: all the non-profit higher education institutions (including public and private institutions) should have equal rights to receive financial support; to improve the design of relevant policies and regulations to lead the development of universities and colleges; government should broaden purchasing educational services from universities and colleges
give full play to the role of market mechanism
to improve the efficiency of funds input and output; to help universities and colleges receive more support by making a series of complementary policies and regulations on donation and tax cuts.
