新公共管理理论改变了传统模式下政府与公众之间的关系

对公共服务评价注重"顾客"参与

注重社会组织在公共服务供给中的作用。优抚安置作为国家和社会向法定范围内的军人及其家属提供的公共服务

也必须更加注重服务对象的参与及其满意度。积极发挥社会组织的作用是国外军人保障的成功经验;培育和发展优抚类社会组织

是解决我国传统优抚安置工作弊端的需要

是优抚安置工作应对挑战的需要。探索创建以优抚类社会组织为载体的优抚安置对象自我服务机制

可以作为优抚安置制度创新的一种尝试。应倡导和鼓励退伍转业军人创办优抚类社会组织

明确社会组织可介入的优抚安置服务领域

通过多种方式引导和规范优抚类社会组织的发展。

Abstract

The new public management theory has changed the relationship between government and the public in the traditional mode

paying attention to "customer"participation in public service evaluation and the function of social organization in public service supply. Veteran placement as a special public service provided to the soldiers and their families should attach great importance to the participation and satisfaction of the service objects. To establish the self-management system of veteran placement objects which takes veteran social organization as its carrier is an attempt to innovate the current veteran placement system. Therefore

demobilized soldiers should be encouraged to establish veteran social organizations and the specific areas where those organizations can provide service should be clarified so as to guide their development in various means.
