the principle that the defender’s special liabilities precede the general liabilities should be adhered to

and the liabilities of the defender should be stipulated in every stage of criminal procedure so that defense or legal assistance can be provided to the criminal suspect or defendant with the aim of protecting the legitimate rights of the criminal suspect or defendant by all methods and means permitted by law.
