摘要

建立合理的社会保障和反贫困机制

是任何一个市场经济国家规避社会风险、政治风险和经济风险

建立和谐社会

实现经济社会可持续发展的必需。必须建立健全有利于贫困社区及群体积极参与的农村反贫困制度

并建立健全有利于社会稳定并在承受能力上有可持续性的社会保障制度。

Abstract

It is necessary for a market economy country to build rational mechanism of social ensuring and anti-poverty

for the sake of avoiding social

political and economic risks and realize the sustainable development of economic society.So we must build and develop country anti-poverty system in which depressed community and colony can take part.Further more

we should build sustainable social ensuring system in favor of society stabilization.
