Digital transformation of public service enterprises in China is directly affecting the quality of public service provision

which in turn poses a direct impact on the well-being of the Chinese people. The factors and mechanisms contributing to the realization of the digital transformation of public service enterprises are the priority concerns of the technology dynamics theory. This paper employs a case study method with Beijing Public Transport Group as an example to analyze which factors have acted as enablers at various stages of technology development and application. It concludes that the macro and micro dynamics of "De-IOE" have triggered the maturation of technology

organizational business and value legitimacy have facilitated the application of technology

while performance legitimacy has guaranteed the success of the application of technology. In the meantime

digital transformation has also generated new issues in terms of labor patterns

re-skilling of the workforce and so forth. Therefore

it is necessary to improve the top-level design of "Science and Technology for Good"

strengthen the retraining of employees’ digital and vocational skills

and promote the online and offline collaboration and aging-friendly construction of public services.
