The vigorous development of the digital economy has spawned new employment forms different from the traditional ones
which not only provide workers with broader employment opportunities
but also bring about changes to the nature of work and labor relations
as well as profound changes to related means of labor. The rapid growth of new employment forms has further aggravated the incompatibility between the protection of workers’ labor rights and interests and the current labor security system. In recent years
in order to promote the healthy development of new employment forms and protect the legitimate rights and interests of workers with new forms of employment
Shandong Province has issued a series of policy documents. But there are still problems in the identification and definition of labor relations
the construction of digital government
the improvement of social security policies and the supply of public employment services. Therefore
we need to establish a linkage mechanism for the interaction of stakeholders in new employment forms such as the market
the society and platform organizations
and build a sound regulation system for the protection of labor rights and interests of workers with new forms of employment based on the reform of labor relations and labor security system and relying on the macro-control and standardized supervision of digital government.
