The 3rd Plenum of the 18th Communist Party of China (CPC) has pointed out to promote the modernization of national governance systems and governance capacity. For the community governance

we should continuously enhance its ability for modernization and improve community autonomy. The urban community

as an important part of community governance

should continue to enhance its capacity to govern a modernization in governance ability and to achieve its self-government. Based on the governance model analysis of HX community of X District in Tianjin City

we discuss a trial model for the self-governance of urban community in China in the transformation period: the proprietor’s autonomous model

in order to provide reference for the study and practice of the governance and self-governance model for the other urban communities in China.
