摘要

中国已发展成为世界经济第二大国，利用FDI对促进中国的产业转型升级发挥了重要作用的同时，也存在数量扩张型利用FDI等诸多问题，特别是为适应新常态经济的发展，亟需凝练和解决。根据FDI促进产业转型升级的作用机制，对中国产业转型升级的状况及其在利用FDI过程中的主要障碍展开分析，借鉴日本、韩国的成功发展经验，利用FDI促进中国产业转型升级的关键在于合理引导和规范利用FDI，保持利用FDI与中国产业优化发展的目标一致；优化投资环境，高质高效利用FDI；鼓励企业努力提升自主创新能力，加强利用FDI的能力；积极创造品牌，消除FDI企业对国内产业的压制；加大第三产业利用FDI的力度；提高金融支持的发展水平，充分利用FDI的技术溢出效应，促进中国科技型中下企业的发展；重视人才培养，增加智力投资，推动技术创新。

Abstract

China has become the second economic entity in the world. Using FDI plays an important role in promoting industrial reforming. Meanwhile

there are also many problems and it is very urgent to solve them to adapt to the development of new normal. According to the mechanism of action of FDI to promote industrial reforming

we will analyze the main obstacles in the process of industrial reforming in China and the use of FDI in the process. From the experience of Japan and Korea

the key to use FDI to promote industrial reforming is correct guidance and standard use

keeping using FDI according to the goal of industrial reforming

optimizing investment environment

using FDI effectively

encouraging the company to improve independent innovation ability

enhancing the ability of using FDI

creating brand positively

eliminating the press FDI exerts on domestic companies

improving the ability of using FDI in tertiary industry

improving the level of financial support

using the spillover effect of FDI fully

promoting the development of scientific and technological enterprise

attaching more importance to talent training

enlarging intellectual investment and promoting technological innovation.
