taking innovation and high technology enterprise in Shandong Province as research subject. Research results reflect that: (1) Vertical and horizontal network both have positive influence on innovation performance of enterprise. However

their mechanism of action is different. (2) Enterprise dynamic learning ability positively adjusts the relationship between vertical network quality and innovation performance of enterprise and it negatively adjusts the relationship between vertical network scale and innovation performance of enterprise. (3) Environment turbulence negatively adjust the relationship between horizontal network quality and innovation performance of enterprise and it regulating effect on the relationship between horizontal network scale and innovation performance of enterprise is non-significant.
