摘要

完善中小企业贷款担保制度，应当包括明确中小企业贷款担保的公益性定位、加大对中小企业贷款担保的财政支持力度、改进中小企业贷款担保的经营运作方式、提升中小企业贷款担保的风险管理水平等，其目标是建立政府支持、国有资本为主体、民间资本和外商资本为补充，公益性定位与市场化运作相结合、加强风险管理的中小企业贷款担保体系。

Abstract

To improve loan guarantee system of middle and small-sized enterprises

we should clearly define the public good nature of loan guarantee of middle and small-sized enterprises

increasing financial support to loan guarantee of middle and small-sized enterprises

improve management operation mode of loan guarantee of middle and small-sized enterprises and promoting risk management level of loan guarantee of middle and small-sized enterprises. The goal is establishing loan guarantee system of middle and small-sized enterprises with high level risk management capability supported by government

dominated by government capital

supplemented by private capital and foreign capital.
