Because of distinctive land property right system in China

application of public-private partnership in agriculture is special and complex. Village committees play joint agency role in agriculture public-private partnership as actual performer of rural collective economy organizing function. Research reveals that village committee joint agency behaviors have problems

such as high risk agency behaviors

harming the interest of farmers and inefficiency. These are caused by imperfect agent market

unequal status of village committee civil subject and different goals of bailors. We believe that we can improve efficiency of village committee joint agency behaviors through protecting rights of joint agency

increasing participation of villagers and preventing over participation of village committee to improve the development of agriculture public-private partnership.
