摘要

流域水源地开展的生态保护和治理措施

在优化当地生态环境、涵养水源的同时

还给下游带来了巨大的生态效益

受益区无须支付成本即可免费享用。从公平发展的角度看

下游需要就这部分效益对上游进行补偿

以弥补其生态保护成本

调动其生态保护的积极性。从这一视角对水源地外溢的生态效益进行评估

可以为生态补偿标准的确定提供参考依据

一定程度上完善生态补偿制度建设的内容。

Abstract

The ecological protection and management measures of waterhead regions have improved the local ecological environment and water quality and at the same time brought huge ecological benefits

which are completely free

to the downstream regions. From the point of view of the fair development

the downstream regions need to compensate the upstream regions for their own benefits so as to make up for the ecological protection cost and arouse the enthusiasm of ecological protection. The evaluation research on benefits of ecological protection of waterhead regions can provide reference for the formulation of ecological compensation standards and to some extent enrich the content of the construction of ecological compensation system.
