The system reform of universities must be based on the university organization features that universities are a self-organization based on professional discourse and a loose organization as well with an academically-based governance structure. At present

it is necessary to implement effective system reform based on the organization nature of the university

such as promoting good governance

establishing the legal status of the university

adjusting the organization structure of the university according to academic standard and regulating university stakeholders’ authority to construct the academic-oriented university culture.
