摘要

新中国成立初期，军人退役制度的创建是由战争到和平、由革命到建设过渡性转换的重要环节和标志性事件之一。国家制度建设由部队到地方同步展开，部队通过整编开始正规化建设，地方安置退役军人就业参加政权建设和生产建设，基本实现了制度设计目标。制度创建是对新中国退役安置管理水平和管理能力的一次检验，是探索建设适应中国国情的制度体系，使之不断科学化、规范化和程序化的重要尝试。

Abstract

In the early days of New China

the establishment of the soldier retirement system was one of the important links and landmark events in the transition from war to peace and from revolution to construction. Construction of the national system started simultaneously in the army and the local government

with the army beginning to regularize through reorganization

and the local government arranging retired soldiers to take part in local political construction and production construction

basically achieving the designed goal of the system. The establishment of the system is a test of the management level and ability for the resettlement of retired soldiers in New China

and it is an important attempt to explore and build an institutional system that adapts to China's national conditions and make it increasingly scientific

standardized and procedural.
