Advancing the modernization of national governance systems and capabilities requires smart governance. Smart governance is based on modern science and technology. It continuously promotes innovation in social governance and has important impacts on the subjects

approaches and objects of governance. From the perspective of the modern rule of law
smart governance includes coordinated governance of diversified subjects
which fully reflects the demand on subjects by the rule of law; smart governance advocates effective regulation of public power and fully reflects the core connotation of the rule of law; and smart governance emphasizes the enhancement of public service capabilities and fully reflects the essential requirements of the rule of law. Modern rule of law requires smart governance mainly because the spread of the idea of rule of law requires smart governance. The construction of a legal and regulatory system requires smart governance
and continuing implementation of the rule of law requires smart governance. Smart governance helps the construction of the rule of law
which is reflected in the fact that it can help the construction of the rule of law through modern science and technology
overall planning and institutional innovation. Smart governance is an important pathway to advancing China's construction of the rule of law.
