在我国现代学徒制试点中,企业作为校企“双主体”育人者之一,其积极性高低,将直接影响和制约着我国现代学徒制试点能否有效而持续推进。然而,当前诸多企业的参与积极性却普遍不高。究其主要根源在于:企业话语权不足、一些激励政策难以“落地”、校企合作中缺乏制度化双赢机制、企业投入与回报失衡等一系列制约因素存在。要消除这一系列的制约因素,应通过以下策略予以解决:构建权力疏导机制,平衡校企话语权;强化政府顶层设计,完善学徒培养机制;提升校企合作深度,建立互惠共赢机制;建立多元化筹措机制,兑现企业利益诉求;政策上给予适当倾斜,降低学徒的流失率。
In China’s modern apprenticeship pilot system
the enthusiasm of enterprises
which are one of the school-enterprise "dual-subject" educators
directly affects and restricts the effectiveness and continuity of the pilots. Many enterprises today
however
lacks the enthusiasm for participation. The main reason lies in a series of constraints
including the lack of corporate voice
the difficulty in implementing some incentive policies
the lack of institutionalized win-win mechanism in school-enterprise cooperation
and the imbalance between enterprise investment and returns. The following strategies are advised to be adopted to eliminate these constraints: rebalancing the power of discourse between schools and enterprises by building a power channelling mechanism; strengthening the government’s top-level design and improving the apprentice training mechanism; enhancing the school-enterprise cooperation and establishing a win-win mechanism for mutual benefit; establishing a diversified financing mechanism to meet the interests demand of enterprises; introducing more preferential policies where appropriate to reduce the loss rate of apprentices.
