Reflection on and Construction of the Evaluation Index System of University Internationalization from the Outcome-based Perspective
Internationalization is an important strategy to realize the goal of high-level university construction
and the evaluation index system of university internationalization plays an important guiding role in improving the level of university internationalization. From the "outcome-based" management theory
the research finds that the current evaluation index system of university internationalization pays more attention to "input index"
and therefore causes some problems
such as ignoring achievement indexes
emphasizing "intervention" over "efficiency" of foreign elements and not reflecting localized achievements with international influence. This paper puts forward the design of "outcome-based" university internationalization evaluation index system
which is guided by the principles of competitiveness orientation
benefit
flexibility
consistency and a combination of qualitative and quantitative. International achievements such as ideas
systems
source of funds
student training
scientific research achievements and academic exchanges are the first-level indicators. Emphasis should be placed on evaluating the international recognition
