A Study on the Post-evaluation of Basin Ecological Compensation Based on Ecological Product Value Accounting
In order to promote the application of ecological product value accounting results in the construction of ecological compensation mechanism
this paper constructs a basin ecological compensation post-evaluation system composed of 11 specific indicators from the three dimensions of water resources product
water ecological product and water environment product based on the types of ecological products carried by and derived from the basin. Taking Shandong province as an example
this paper estimates the value of ecological products from 2016 to 2020 in the study area after the pilot project of ecological compensation is completed. Results show that: (1) Driven by the policy of ecological compensation
the value of ecological products in the study area has been increasing year by year. Among them
the value of water ecological products is the highest
accounting for 74%-78%
higher than the value of the two other types of ecological products put together;(2) the value of various ecological products has obvious difference
the water environmental products have the fastest growth rate
the current growth rate being 149% compared with the base year
the value of water resources products has increased by 75%
and the value of water ecological products has increased by 67%;(3) among all evaluation indicators
the value of flood regulation and storage is the highest
accounting for 30%-52%
the second highest is the value of water conservation
climate regulation and environmental purification
and these four types of ecological products constitute the core value of ecological products in the study area. Based on the value of ecological products
the basin ecological compensation post-evaluation system is constructed
which provides a new performance evaluation mechanism for China’s basin ecological compensation and an important theoretical basis for the establishment of market-oriented and diversified long-term ecological compensation mechanism.
