farmland transfer promotes the flow of solidified assets of farmers and maximizes the interests of operating subjects of land transfer. However
behind the maximization of interests
farmland transfer mode and utilization behavior also destroy the ecological environment of land. In order to prevent agricultural land environmental damage from reaching an irreversible state
it is necessary for the state to take rural environmental protection as a principle provision and specify the rights and responsibilities of environmental protection in relevant laws as universal provisions. Especially in the current rural land circulation
only through following the green principle and adhering to the unity of ecological benefits and rural economic benefits
can the goal of having both lucid waters and lush mountains and economic development be achieved. Therefore
in legislation
it is necessary to add the environmental regulation system
improve the system of reward and punishment for protection and utilization of agricultural land; in law enforcement
the environmental supervision mechanism for land circulation should be improved
access procedures should be clarified
and a system of coordination among various departments with the people's government as the leading party should be established; in judicature
the environmental accountability system should be improved
an ecological environment prevention and supervision mechanism should be established
and the corporate responsibility system should be built.
