Market-oriented reform has injected impetus into the free flow of labor in China and promoted economic growth in the past. However
it is still a question whether China's labor market structure can meet the new demand for the free flow of labor in the New Normal. Drawing lessons from the market transformation theory
relevant arguments
modernization theory and other theories
this study infers that China's labor mobility networks not only have the characteristic of free mobility
but also demonstrates the free mobility advantages of system division
of the public unit labor sector
and of the modern labor sector. This study uses CLDS2012—2018 and CFPS2012—2018 data to construct China's labor market sector mobility networks of the whole period and of three rounds
and finds that these networks demonstrate an aggregation-segmentation structure with unit aggregation as the major characteristic and industrial aggregation as the minor characteristic
together with the small-world and scale-free characteristics. The results of ERGM model show that reciprocal flow
related preference dependent flow and transfer flow are significantly positive
and the coefficients are getting larger and larger
which reflects that the small-world and scale-free characteristics of China's labor market sector mobility networks are getting stronger while its network segmentation characteristics are getting weaker. This shows that under the impetus of market-oriented reform
China's labor market is becoming more and more open. However
the obvious advantages of system division and public unit sector are still very strong
which means that there is still a long way to go to deepen the reform of the labor market system. At the same time
this study also finds that the modern labor sector is rising in the labor market mobility networks
